The movie
Borat begins with a
satirical version of the Kazakhstan national anthem. “Filtration system is a marvel to behold,” the song goes. “It removes 80 percent of human solid waste.” Needless to say, the joke is that 80 percent is a ridiculously low standard for something that ought to be 100 percent effective.
This line, from
The Hill, is not a joke: “Administration officials say they’ll deem HealthCare.gov a success if 80 percent of its visitors can buy health insurance plans online.”
